So looking at the Full Ahead event as a whole the Republic Coins cant buy much, only permanent camouflage for tier's V thru VIII.
Everything else is bought through using doubloons, containers in the armory,  or through the premium shop for the containers or the two premium French ships, Sirocco and Bayard.
You can earn the Sirocco and its permanent camouflage for free by completing quests in the Full Ahead event.  Is said event you can also earn several regular containers.

Quests for French destroyers can only be received from opening the containers.  I personally have opened 21 containers and only received 2 and those were from the premium containers so the drop chance is very low. You cannot receive Republic Coins from containers.  However even if you do not get any quests the other items that you can receive are quite good indeed.
It's not a bad buy for $3.

The only way to get coins is from one time victories on every tier VIII - X ship that you own, regular or premium.  How much you receive depends on what tier you are currently playing.
Additionally if you buy the Premium ships or earn ships by completing the container quest you can earn 250 coins from a one time for each ship, so 1500 total.

Although I said that Republic coins can only buy permanent camouflages that is not entirely accurate.  You can buy bonus packages with increasingly higher giveaways, up to 5.  They give out a combination of flags, camouflages, credits, doubloons and I think premium time.   The cost of each package increases as you get higher with the 5th package being free.

In the 5th package you can win up to 30 somewhat different random single prizes, flags, camouflages, credits, doubloons, premium time and the Tier VIII French DD Mogador.  Each prize can only be received once.  However its going to cost you 1000 doubloons each time you want to open a prize.  Most of the prizes are flags, good ones though, and is some cases you can win the same prize more than once, mostly flag prizes.

Not the greatest event ever, obviously aimed at depleting you of your doubloons and generating revenue from the premium shop.
